Incredible vote count of 123 to 0!


NOC is proud announce that the Minnesota House of Representatives passed our Minnesota Homeowners’ Bill of Rights (H.F. 1377), on a bipartisan vote of 123-0! This is the biggest economic justice win in the history of NOC, and you all helped to make it possible. The bill, authored by Representative Melissa Hortman, now heads to Governor Mark Dayton’s desk for signature. A companion version of the bill, authored by Senator Patricia Torres Ray, passed in the Senate Thursday evening with a vote of 61-1. 

NOC and it's strong relationship with Occupy Homes MN have helped to create tremendous community pressure for predatory banks to change the way they do business with our Minnesota families. NOC's role during this campaign has been to lift up community and homeowner stories and to move sluggish Legislators to champion this issue.

Throughout the state, more than 150,000 Minnesota homeowners have lost their homes to foreclosure since 2006. Communities of color have been the hardest hit by the crisis, losing an estimated 722 Million in wealth to predatory banks since 2006. NOC members like Monique WhiteRuby BrownBobby HullThe Cruz family and  Rose McGee have been on the front lines of this fight for the last 2 years. We owe much of our success to their courageous fight.


This legislative campaign to pass the Minnesota Homeowners’ Bill of Rights has been led by leaders and members of MN Neighborhoods Organizing for Change (NOC), ISAIAH, Jewish Community Action, Occupy Homes, and Minnesotans for a Fair Economy. The bill is aimed at protecting consumers facing foreclosure in the following ways:

  • Requiring loan servicers to communicate ALL options to homeowners.
  • Requiring loan servicers to offer loan modifications to all eligible homeowners.
  • Banning “dual tracking,” preventing servicers from foreclosing without a clear yes or no on loan modification.
  • Requiring servicers to assist homeowners in submitting documentation regarding the foreclosure process.
  • Allowing homeowners to take the servicer to court to stop foreclosure if the servicer fails to comply with any aspect of the law. Lawyer’s fees and court costs would be covered should the homeowner prove their case. This is commonly referred to as “private right of action.”

The bill now moves to the Governor's desk for a final signature before it becomes State law. We've requested a public signing ceremony and we'll keep you posted on the time and place. We'd love for you all to join us.
